Job Responsibilities
1. QS Strategy & Cost Governance
• Develop and standardize SOPs for cost control, cash flow reporting, and BOQ/variation tracking
• Establish cost control frameworks, including benchmarks and BOQ breakdown structure (quantity, unit rate, source)
2. Cost Planning, Estimation & Budget Control
• Lead BOQ preparation, quantity take-off, and cost estimation (pre & post tender) based on verified data and market quotations
• Establish and manage project budgets with the Project Director, ensuring monitoring of budget vs actual cost, cost allocation, and cash flow projection
• Identify variances, cost overrun risks, and provide cost control recommendations and adjustments
3. Bidding, Contracts & Variation Management
• Provide QS input for tender pricing, ensuring competitive pricing and aligned profit margins
• Review contracts, commercial terms, and manage variation orders, cost impact analysis, and claims
• Advise management on financial impacts and ensure protection of company profitability
4. Reporting & Financial Visibility
• Prepare cost reports, budget vs actual analysis, and cost vs revenue forecasts
• Provide clear financial insights to CEO on project performance, risks, and profitability
• Support management decision-making through accurate cost and cash flow reporting
5. Cross-Functional Coordination
• Work with Project Team to provide cost control data and support decision-making (without involvement in execution)
• Collaborate with Procurement to validate costs using supplier quotations (without supplier selection or negotiation)
• Align with Finance to ensure consistency of cost data with financial reporting and P&L visibility
