Job Responsibilities:
- Develop and execute strategies to grow and optimize the Bank’s merchant acquiring and card issuance business while ensuring sustainable profitability.
- Build and manage a commercially viable merchant portfolio and oversee Payment Facilitator (PF) onboarding and sub-merchant governance.
- Ensure compliance with Merchant Category Code (MCC) requirements, card scheme regulations, and payment industry standards.
- Lead the deployment and optimization of POS, QR, SoftPOS, ATM, and other payment acceptance infrastructure to maximize business performance and return on investment.
- Optimize Merchant Discount Rate (MDR) pricing, issuer interchange, payment processing economics, and overall pricing architecture.
- Drive debit and credit card growth by improving card activation, usage, customer spending, and merchant acceptance.
- Monitor and enhance portfolio profitability through unit economics, margin governance, and performance analytics across card types, merchant segments, channels, and geographic markets.
- Define pricing strategies, establish margin thresholds, and implement early warning indicators to identify and mitigate margin erosion.
- Manage strategic relationships with Visa, Mastercard, and other payment partners, including scheme compliance, monitoring programs, commercial negotiations, and remediation initiatives.
- Coordinate with Risk and other internal stakeholders to maintain portfolio quality, governance, and first-line risk management responsibilities.
- Evaluate partnership performance, exit structurally unprofitable arrangements, and drive continuous improvements to strengthen the Bank’s payment ecosystem and network credibility.

- Lending decisions or underwriting
- Primary SME / Retail relationship ownership
- Second-line Fraud & AML controls
- Core platform ownership (CDO retains)
- Bank-wide pricing governance authority (CPSO retains)
Job Requirements:
- 15–20 years experience in Payments / Acquiring / Issuance
- Strong Visa/Mastercard relationship exposure
- Demonstrated experience negotiating scheme economics
- Deep understanding of MDR, interchange, and cost stack
- Experience managing Payment Facilitators and sub-merchant risk
- Strong commercial acumen with disciplined margin mindset
- Proven P&L ownership
- Experience in Cambodian market preferred
- Strong ecosystem relationships (merchants, networks, fintechs)
- Excellent negotiation and stakeholder management capability
