HSE Manager

Responsibilities

HSE Strategy & Leadership

• Develop and execute the factory’s HSE strategy and annual improvement roadmap in alignment with business objectives.
• Establish HSE policies, standards, procedures, and performance targets to ensure a safe and compliant workplace.
• Provide strategic HSE leadership and guidance to the Factory Leadership Team.
• Drive continuous improvement initiatives to achieve Zero Harm and operational safety excellence.

HSE Management Systems

• Develop, implement, and continuously improve HSE management systems, processes, and procedures.
• Ensure effective management of risk assessments, Permit-to-Work systems, contractor safety, incident investigations, and emergency response programs.
• Lead the implementation, maintenance, and continuous improvement of ISO 45001 and ISO 14001 management systems.
• Monitor HSE performance and ensure corrective and preventive actions are implemented effectively.
• Prepare and present HSE-related investment proposals to support safety and environmental improvements.

Safety Culture & Employee Engagement

• Foster a proactive and positive safety culture throughout the organization.
• Design and implement Behavior-Based Safety (BBS) programs to strengthen safe working behaviors.
• Promote safety leadership through toolbox talks, safety observations, near-miss reporting, and employee engagement initiatives.
• Enhance accountability for HSE performance among managers, supervisors, employees, and contractors.
• Lead programs aimed at eliminating unsafe behaviors and improving overall safety awareness.

Risk Management & Compliance

• Identify, assess, and mitigate operational, environmental, process, and project-related risks.
• Conduct regular inspections, audits, GEMBA walks, and safety reviews to ensure compliance and risk control.
• Ensure full compliance with all applicable legal, regulatory, and corporate HSE requirements.
• Maintain effective incident reporting, investigation, root cause analysis, and corrective action processes.

Environmental Management

• Lead environmental compliance and sustainability initiatives across the factory.
• Manage programs related to waste management, hazardous materials, wastewater treatment, emissions control, and spill prevention.
• Ensure compliance with environmental permits, regulations, and company standards.
• Drive environmental performance improvement and resource conservation initiatives.

Emergency Preparedness & Fire Safety

• Develop, implement, and maintain emergency response and crisis management programs.
• Ensure firefighting systems and emergency equipment are fully operational and regularly maintained.
• Organize emergency drills and evaluate response effectiveness to enhance preparedness.
• Lead emergency response activities and investigations when incidents occur.

Capital Projects & Contractor Safety

• Oversee HSE management for factory expansion, construction, and capital investment projects.
• Conduct project risk assessments, site inspections, and safety reviews throughout project execution.
• Exercise stop-work authority whenever unsafe conditions or activities are identified.

Training & Capability Development

• Develop and implement annual HSE training and competency development plans.
• Build HSE knowledge and capabilities for employees, supervisors, managers, and contractors.
• Coach leaders to strengthen safety leadership and accountability.
• Ensure all mandatory HSE training requirements are completed and maintained.

HSE Performance Monitoring & Reporting

• Establish, track, and report HSE KPIs and improvement initiatives.
• Prepare monthly HSE performance reports for the Factory Director and Leadership Team.
• Analyze performance trends, identify potential risks, and recommend improvement actions.
• Drive the achievement of annual HSE objectives, targets, and continuous improvement goals.

Requirements

• Bachelor’s degree in Occupational Health & Safety, Environmental Management, Engineering, or a related discipline.
• Professional certifications in HSE and management systems, such as ISO 45001, ISO 14001, NEBOSH, or equivalent qualifications.
• Minimum 10 years of HSE experience within manufacturing, chemical, lubricant, FMCG, or other process-driven industries.
• At least 5 years of experience in an HSE leadership or management role.
• Proven track record in safety culture transformation, HSE system implementation, and continuous improvement programs.
• Strong knowledge of occupational safety, environmental regulations, risk management, and compliance requirements.
• Hands-on experience managing HSE aspects of factory expansion, construction, or capital projects.
• Strong leadership, communication, stakeholder management, and problem-solving skills.
• Ability to influence and engage employees at all organizational levels to drive a culture of safety and compliance.
