PURPOSE OF THE POSITION
- The Head of Human Resources and Administration is responsible for organizing and overseeing all human resources and general administrative functions, ensuring that policies, procedures, and systems are developed, implemented, and maintained effectively, in compliance with legal requirements and aligned with the Company’s strategic direction.
- This role also serves as a trusted HR business partner, providing consultancy and support to the Board of Management and Managers in workforce planning, management, and development, with the objective of building a high-quality workforce, enhancing operational effectiveness, and optimizing overall organizational performance.
KEY RESPONSIBILITIES
1. Policy and Process Development
- Propose and implement initiatives to improve existing regulations, procedures, guidelines, and templates to standardize operations, enhance efficiency, and optimize time and costs.
- Participate in and advise senior leadership on the development of HR strategies and HR policies aligned with the Company’s strategic objectives in each period, aimed at attracting, developing, and retaining high-quality talent.
- Coordinate with relevant departments to contribute to the development and review of internal governance regulations, ensuring compliance with legal requirements and internal company policies.
2. Planning and Operational Management
- Plan, organize, and supervise the implementation of regulations and operational activities to ensure efficiency, consistency, and compliance with company policies, including:
- Human Resources:
- Develop and manage HR budgets.
- Plan and implement talent attraction and recruitment strategies.
- Oversee training and development, performance management, compensation and benefits, and maintain harmonious labor relations.
- Promote corporate culture initiatives and employee engagement activities.
- Administration:
- Manage procurement, usage, and maintenance of facilities and office equipment.
- Organize logistics for internal activities.
- Manage documentation and records.
- Ensure security, workplace safety, and occupational health and hygiene.
- Monitor and optimize administrative costs to ensure efficient use of resources.
3. HR Business Partnership
- Act as a key HR business partner, advising and supporting the Board of Management and departments on HR-related matters to ensure effective coordination and alignment across the Company.
- Provide consultancy and appropriate solutions to senior leadership and managers regarding HR policies, workforce organization, performance management, and labor relations to enhance overall operational effectiveness.
- Collaborate with departments to implement HR programs and initiatives that meet specific departmental needs while aligning with the Company’s overall objectives.

COMPETENCY REQUIREMENTS
1. Education
- Bachelor’s degree or higher in Human Resource Management, Business Administration, or related fields.
- Preference for candidates holding a Master’s degree or international HR certifications.
2. Knowledge / Professional Expertise
- In-depth knowledge of Vietnamese labor law, labor relations, compensation and benefits systems, and HR compliance requirements.
3. Relevant Experience
- At least 8 years of experience in human resources, including a minimum of 2 years in an equivalent position.
- Preference for candidates with experience in the securities or financial services sector.
4. Skills
- Proficient in English for professional communication and work purposes.
- Strong problem-solving, analytical thinking, and effective communication skills.
- Flexible, adaptable, and able to work effectively in a dynamic, high-pressure environment.
- Strong writing and presentation skills, with the ability to prepare clear, coherent, and persuasive materials.
- Proficient in reporting, data processing, and analysis to support decision-making and performance monitoring.
