Live Event Highlights: Da Nang – A Promising Hub For Semiconductors & AI, Comprehensive Support For Foreign Experts

On May 14, 2025, Talentnet, in collaboration with Synopsys and the Da Nang Center for Research, Training, and IC Design & AI (DSAC), successfully hosted the online webinar “Da Nang – A Promising Hub for Semiconductors & AI: Comprehensive Support for Foreign Experts.

The event drew significant attention from professionals in the high-tech sector, offering timely insights into investment policies, tax incentives, and legal frameworks supporting foreign experts working in Vietnam.
Amid Da Nang’s growing ambition to become a national hub for high-tech industries, particularly semiconductors and artificial intelligence, the webinar provided updates on the region’s ecosystem and practical policy frameworks enabling sustainable development.
Semiconductor industry outlook & talent demand
Opening the webinar, Mr. Nguyễn Hữu Mượn – Senior R&D Manager at Synopsys Vietnam – delivered a comprehensive overview of the global semiconductor industry. He emphasized the economic significance of semiconductors, citing how hardware components (especially chips) account for 60–75% of the production cost of tech devices like smartphones.
Mr. Mượn also walked participants through the semiconductor value chain — from design, EDA software, and IP modules to packaging and mass production, typically handled by tech giants like TSMC, Intel, and Samsung. He also highlighted Vietnam’s urgent need to scale talent, noting the current workforce of 5,000–6,000 semiconductor engineers, while the government targets 50,000 by 2030.
Da Nang’s policy framework to attract high-tech investment
In the next session, Ms. Lê Quỳnh Anh – representative of DSAC – introduced Da Nang’s strategic roadmap to foster semiconductor and AI development, based on the “C = S + E + T” formula (Chips, Specialized Equipment, Electronic Devices, and Talent). By 2030, Da Nang aims to establish 20 IC design companies, 5,000 semiconductor engineers, and 3,000 AI professionals.
To realize this vision, Da Nang has rolled out strong policy initiatives under National Assembly Resolution 136/2024 and supporting local legislation:
- Tax Incentives: 5-year personal income tax (PIT) exemption for high-tech engineers; capital gains tax exemption for semiconductor and AI-related activities.
- Talent Development: Scholarships of up to VND 200 million per person for students in high-tech majors, with loan forgiveness if graduates work in Da Nang for at least 3 years.
- Infrastructure Support: Rent subsidies and bidding exemptions for startups investing in specialized equipment and innovation infrastructure.
Legal considerations for foreign experts in Vietnam
Ms. Đoàn Thị Kiều Vân – Deputy Director of Payroll & HR Consulting at Talentnet – provided legal clarity on tax obligations for foreign professionals. Even remote-working foreign experts are subject to PIT in Vietnam if their work relates to the Vietnamese market.
Based on Circular 111/2014, she emphasized that company-covered travel and lodging expenses are considered taxable income. The number of days spent in Vietnam is also a critical factor in determining tax residency.
