Launching a Factory in Vietnam: Building a Scalable & Compliant HRIS System in 30 Days

Last updated on Jun 2, 2026
Launching a factory at speed is critical, but speed alone does not guarantee success. Without a reliable and adaptable HR foundation, rapid expansion can quickly turn into operational risk.
For a global manufacturer entering Vietnam, the challenge was not just to go live fast, but to build an HR system that could support immediate operations, adapt to local realities, and scale for aggressive growth, all at the same time.
Project snapshot
-
Client: A US-based global manufacturer entering Vietnam
-
Context: Newly established factory with workforce scaling rapidly (x60 times) within 6 months, while local operational capabilities were still being built
-
Challenge: Set up a scalable HR foundation from scratch that can support immediate operations, adapt to Vietnam-specific requirements, and guide early-stage HR setup
-
Scope: Implementation of a scalable HRIS covering attendance, leave, and overtime management, combined with advisory support to ensure alignment with local regulatory and operational requirements
-
Timeline: ~1 month to go-live
The context & challenge

As a US-based global manufacturer launched its first factory in Vietnam, the objective was clear: Go live quickly while preparing for aggressive workforce expansion.
However, the reality on the ground was far more complex.
Within just six months, the organization was expected to scale its workforce by up to 60 times: a pace that required not only speed, but a system capable of sustaining rapid growth without disruption.
At the same time, as a new market entrant, the company’s local HR function was still in its early stages. While global frameworks and systems were already in place, they were not designed to operate effectively within Vietnam’s regulatory environment or the practical demands of a fast-scaling manufacturing workforce.
This created a multi-layered challenge:
-
No established HR foundation locally, while operations needed to start immediately
-
Global systems too standardized to adapt quickly to Vietnam-specific labor structures, shift patterns, and workforce practices
-
Limited resources to translate global requirements into workable local processes
In this context, the challenge was not simply about implementing an HR system. It was about building a scalable and compliant HR operating foundation from scratch; fast enough to support immediate operations, and robust enough to sustain a 60x workforce expansion within months.
The approach
Talentnet’s role in this delivery went beyond system deployment. The approach focused on establishing both the system and the operating foundation simultaneously, ensuring the organization could move from setup to execution without delay.
At the core of the solution was a flexible and scalable HRIS platform, designed to serve as the backbone of workforce operations from day one. The system covered three essential modules: Attendance Management | Leave / Absence Management | Overtime Management
Rather than applying a fixed, pre-configured structure, Talentnet worked closely with regional stakeholders to translate global requirements into practical, locally executable processes. This ensured that key workforce elements, such as shift structures, overtime policies, and leave management, were not only system-enabled but also aligned with Vietnam’s regulatory and operational realities.
The approach focused on three priorities:
-
Building for scale from the start: ensuring the system could support rapid workforce expansion without requiring redesign
-
Maintaining flexibility in execution: allowing configurations to adapt to real-world operational needs rather than forcing standardized structures
-
Embedding local alignment into system logic: enabling smooth day-to-day operations in a manufacturing environment
The impact
Within just one month, the organization moved from setup to full operational readiness, establishing a strong HR foundation while preparing for rapid workforce expansion.
